Health insurance regulations

As I wrote in one of my posts, I am a diabetic. In USA, very recently in 2010, they have come up with an act Affordable Care Act,2010.

Through the Affordable Care Act, uninsured people with diabetes who have been continually uninsured for six months or more will be able to access insurance through a new program called the Pre-Existing Condition Insurance Plan (PCIP). PCIP, which is administered by either your state or the U.S. Department of Health and Human Services, will be available until the provisions banning discrimination based on pre-existing conditions are fully implemented in 2014.

They are planning to banish the discrimination in insurance for pre existing illnesses like diabetes by 2014-2015 when this act will be fully implemented across all states in the USA. This is happening in a country where there are lesser diabetics than India.  India is the DIABETES CAPITAL of the world.  Govt,IRDA is doing nothing for diabetics.

In India,  what I know of ,there are Rural and social sector obligations made compulsory for all Insurers.  So also in health insurance , there should be some obligations made compulsory by IRDA for Pre Existing diseases.
