Can I claim HRA along with home loan tax benefits If I live in same city ?

Dear Sir,

I taken a home loan for an under-construction house, which will be completed before end of Jan, 2013. However, right now I am paying a rent of 8000/- pm. So can I claim HRA for Apr 2013 to Jan 2014 along with housing loan principal for this AY and interest on it up to 1.5 L for this AY.
