Mediclaim cheque dishonour and Policy cancelled due to negligence from Insurer

Agent took blank signed cheque as i got no renewal notice. premium enhanced, the cheque  get dishonoured for the shortage of Rrs 130.  the matter was unknown as I got policy certificate after 7 days,  delayed  letter came to me after 22 days regarding policy cancellation. no record of cheque dishonour to the bank statements. At the final hearing at  district consumer court say i am not consumer as the premium was not paid. In spite of substantial document regarding negligence of service of the insurer, i feel helpless. please give suggestion  for the continuation of my 11 years old clam free mediclaim policy
