Necessity of issuing extra PAN card just to update address

Income Tax Dept has authorised UTISL and NSDL to issue PAN cards. Whenever a person changes his/her address and the ITO ward changes, the person has to apply for updating of address. The Income Tax Dept will update the address; charge Rs.96.00 and also issue a New PAN card. Please note that the person has not lost the PAN card.

My question is whether it is necessary to issue one more PAN card just for updating the person’s address and also charge for it?

In my opinion, it is absurd and is illogical. They are not even supposed to charge for updating the address. Because on hand Govt is spending crores of rupees on Aadhar cards which is free and on the other hand, it is charging the citizens just to update their address in the PAN database.

I myself have changed my address thrice and have three PAN cards of course all with same number. The fact that PAN card does not have any embedded data proves the fact that there is no point in issuing one more card.

Can anything be done about this ? Do such things happen only in India ?
