EPF Transfer Process: Other forms reqd. from previous org. along with Form 13

I wish to transfer my EPF balance from Company P to Company C, where I work now. I understand Company C has to submit Form 13 to the Regional PF office where my current EPF account is registered.

However, the new Form 13 (yellow coloured) mentions that one also has to submit Form 3A (annual return), Form 5 (mentioning the date of joining previous org.), and Form 10 (mentioning the date of leaving previous org.) along with the Form 13.

The prblem is my previous org. Company P has provided me Form 5 and Form 10. But it is not giving me Form 3A, insisting that since it is an unexempted establishment, Form 3A has already been filed with the Regional PF office concerned.

In these circumstances, are they right in not giving me my Form 3A? And without a Form 3A, can I still initiate the EPF transfer process, with just the Form 13, Form 5 and Form 10?
