What to do if illegal housing loan is sanctioned by HDFC bank ?

If a person takes a housing loan without his proper documents and without the services and he got a housing loans than what steps should we takes against the same person and with the particulars bank which they sanctioned to that person?

Please kindly advice to me

    Dear Mr.Rajesh,

    This appears to be a matter between the Bank and the borrower. It is upto the bank to decide, based on their internal policies and discretion, the loan to be given. We do not think it is possible to take any step against them.
