When you try to make a transaction for the first time online with your card, then automatically you will be asked to register your card.
I’m afraid you can’t. Allahabad Bank is not listed in Visa South Asia website along with other Indian banks – http://www.visa-asia.com/ap/sa/cardholders/security/activate.shtml.
