Maharashtra Govt Recent - VAT applicable to Ready Possession Flats

Hi,

For Maharashtra state, I have a Question related to VAT on House imposed recently by Maharashtra Govt.

I have Society Completion Certificate of July 2010. Registration formalities done by August 2010.

1) Is VAT applicable to Ready Possession Flat bought by August, 2010?

2) What all documents required for a flat to-be-officially-called READY POSSESSION flat?
