How do I negotiate while buying a Resale flat ?

I have come across a resale flat which is 20 years old in Chennai, my question is it worth buying a flat which is 20 years old in saligramam area and how do i negotiate on the sale value from the seller, will it fetch me future returns and how does it help in redevelopment in later future

    20 years is a long time. Redevelopment depends on all parties agreeing to it.
