RBI RULES REALLY BINDINGS ON BANKS

I want to know ,
Are all the rules as & when declared by RBI binding on the Banks ?
I noted that RBI suggests but not binds the rules on Banks in customer relations matters.
But Banks fools the customers saying regulations are as per RBI rules which are forced to apply.
Banks doosare ke kandhe per bandook rakhkar goli chalati he.
Yaneki apana ullu siddha karati he.
I have taken loan from Stan Chart Bank under Home Loan Saver A/c.in the year Mar,2010.
as per following conditions:
1)Floating rate of Interest-agreed
2)No annual charges.agreed at the time of taking loan.
3)Pre-payment charges @ 2%-agreed
Immediately in the year Mar,2011,annual charges 1% applicable on the loan amt balance in the year.
The annual charges applicable on 31/03/2011 were waived by the Bank.
As the Bank to say this is the rules of RBI which we should follow.
as per my view it is not binding on Bank to follow the rules of RBI ,If the Bank already gives some benefit to customers.Banks must pass on to customers already enjoying the customers.Today RBI requests all banks not to charge prepayment charges. But still my Bank is not ready to give away prepayment charges.

Loan Amortization Calculator

I would like to know if there are any existing calculator which will take in floating rates as inputs and give Loan Amortization .

I have a home which started with interest rate 9.25% and it changed to 10% and then to 10.5% now.
I would like to know how to if there is a calculator to input this changes

I need this cause i found out that in home improvement loan after paying 3 EMI still the tenure left was shown as 179 months which started at 180 months though there was no change of interest in between. When inquired they said its a updating mistake and will be corrected.

Now this makes me suspicious on my Home loan tenure calculation too. Which started at 240 and its still in same 240 after 13 EMI. This went through interest rate change in between like i said above.

icici pinnacle prudential super

Has any one got any idea about icici pinnacle super? Is it good for 10 year horizon?
This is what my relationship manager told me. “Invest 50k every year for first 5 years. Matures at the end of 10 years. They calculate NAV on every Friday. Your maturity at the end of 10 years will be based on the highest NAV of first 7 years. Right now its NAV is 9.4. NFO price was 10. The highest NAV since inception is been 10.52. Thats already 12% benefit atleast for the first year.”

Sounds too good to be true.
Its about to close by April End.

Here is the link to the brochure.

Retirement Planning

Is it good idea for Retirement Planning to Buy National Savings Certificates (NSCs) every month for Five to Seven years – Re-invest on maturity and relax – On retirement it will fetch you monthly pension as the NSC matures.

I heard that there is no TDS cut after maturity is it right?

thanks
